Treble Bleed Circuit?

Here's a shot of the control cavity on my H-137. Are the resistors intended to modify the taper of the volume pots or act as some sort of treble bleed so brightness is maintained when the volume is rolled off? I've never seen this from the factory before. Any insight is appreciated.

That appears to be a mod for the taper. The treble bleed circuits I have tried are all a cap in series or parallel with a resistor.

 

Its not wired correctly to change the value of the pot. That would be across the outside two legs of the pot. You can change 500K to a 250K pot that way.
